Former Minister Zuhair al-Jalabi confirmed the possibility of passing and enacting the oil and gas law in Parliament through the Shiite majority within the council, noting that the profits gained from oil smuggling make its enactment unlikely.
Al-Jalabi told Al-Maalouma, “The Shiite bloc and the Kurdish component are each passing the buck regarding the aforementioned law, but the primary responsibility for this law lies with the Shiite bloc, as it possesses the parliamentary majority to legislate such a law.”
He added, “The responsibility for this law cannot be placed on one party alone, especially since everyone benefits from the continuation of this situation, given the ongoing oil smuggling operations abroad and the corruption within this sector.”
He explained that “the law has been delayed for too long and could have been enacted in previous years if there had been a genuine desire to legislate it based on the majority of the constituent groups. However, the benefits gained from not enacting it are pushing towards postponing the passage of such an important law.”
