The head of the National State Forces Alliance, Ammar al-Hakim, confirmed on Wednesday that the general budget has reached “the point of saturation” and the state’s absorptive capacity is no longer able to make appointments, noting that there are more than 8 million people receiving salaries, financial grants and social welfare.
Al-Hakim said during a press conference he held at the conclusion of his visit to Diwaniyah Governorate that “the presence of about 8 million people, including employees, retirees, and beneficiaries of the social welfare network and direct government grants, constitutes a major drain on the state budget, and the approach of government employment cannot continue after reaching the stage of saturation.”
Al-Hakim added that “the current stage requires a shift to a new economic policy based on creating real and productive job opportunities in the private sector to alleviate the burden on the state and to accommodate the numbers of young people and those wishing to obtain job opportunities.”
Al-Hakim explained that “one of the most prominent reasons for choosing the coordinating framework for Prime Minister Ali Al-Zidi is his background as a businessman belonging to the private sector and his awareness of its importance in creating millions of job opportunities,” noting that “the Development Fund with a capital of $250 billion represents one of the basic government projects aimed at developing the private sector and diversifying the economy, to transform from a consumer country that imports most of its goods to a producing country.”
