The issue of the government cabinet is being discussed in the political arena, amidst numerous efforts to finalize the candidates for the remaining ministerial portfolios in Ali al-Zaidi’s government. Despite some assertions that no agreement has been reached on the remaining ministries, some parties believe that efforts are ongoing to ensure a vote on the remaining ministerial positions at the beginning of September. However, there is no real guarantee of consensus among all political parties to approve the candidates, as resolving the matter requires political agreement and perhaps even external approval.
Salah Boushi, a member of the State of Law Coalition, told Al-Maalouma, “The State of Law Coalition has never been an obstacle in the process of selecting and presenting candidates for the cabinet. From the outset, we submitted the CVs of our candidates for the government cabinet, choosing individuals capable of assuming ministerial positions.”
He added that “the State of Law coalition announced its readiness from the outset to present its candidates and was not an obstacle to the formation of the government cabinet,” explaining that “there are understandings between the head of the executive branch and the other political forces to finalize the cabinet.”
He indicated that “the beginning of September may witness the selection of candidates for the remaining ministerial portfolios in al-Zaydi’s cabinet, especially since al-Zaydi is complaining about the incompleteness of his government and the other executive branches’ incomplete cabinets.”
For his part, MP Aqeel al-Fatlawi confirmed to Al-Maalomah that “the State of Law coalition has added two new names to its list of candidates for the Interior Ministry, giving Prime Minister Ali Falih al-Zaydi three options. The final choice will be left to the Prime Minister to determine the person he deems most suitable for the position.”
Regarding the Ministry of Higher Education and Scientific Research, Al-Fatlawi explained that “three names have been put forward for the position, without disclosing them,” noting that the nomination process is currently being conducted discreetly until a suitable name is decided.
He pointed out that “understandings have been reached with the political forces, leading to the adoption of a mechanism whereby the State of Law Coalition will present three candidates for each of the Interior and Higher Education portfolios. The Prime Minister will then select the most suitable candidate before presenting them to the political blocs to reach a consensus, prior to submitting them to the Council of Representatives for a vote.”
He added that “the date for the confidence vote session is still undetermined, as the matter now rests with the Speaker of Parliament, who must set the date for the session, while the political forces await the official announcement.”
In a related context, Wafa Muhammad, a member of the Kurdistan Democratic Party, explained to Al-Maalomah that “passing the candidates for the Al-Zidi government’s cabinet primarily requires the agreement of all political blocs,” noting that “the Federal Court rejected the blocs’ appeal regarding the first parliamentary session to grant confidence to the Al-Zidi government.”
He added that “Al-Zaydi has 9 ministries that are still undecided, including the Ministry of Reconstruction and Housing, for which Nawzad Hadi has been nominated, in addition to the Ministry of Migration and Displacement, although it is allocated to the Sabeans, it is close to the Democratic Party.”
He added that “agreement is still lacking on the ministries of Interior, Defense, and Education, as everyone awaits an agreement among the political blocs to ensure the smooth passage of the candidates. There is also a proposal to approve all candidates as a single package.”
