According to the agency, all countries can be conditionally divided into 3 groups. The first group includes 94 countries that have not officially spoken out against the dollar and have not taken any restrictive measures, while the countries that use the dollar as the official currency, such as Panama, the Marshall Islands, El Salvador and some other small states.

The second group (46 countries) are those countries that are actively working to adopt national currencies or restrict the dollar in order to ensure financial stability.

The remaining group (53 other countries) are those that openly oppose the dollar and call on other countries to join in weakening its dominance.

The most common scenario for abandoning the dollar is an active transition to alternative means of payment. For example, Guinea-Bissau officially announced in 2024 its interest in settlements in national currencies with Russia, while Mongolia almost completely switched to settlements in rubles and yuan. Burkina Faso, Nigeria, the Republic of the Congo, Sudan and many other countries are also moving to using national currencies in trade.

Countries around the world are also becoming more confident about the need for diversification of payments, among other things, due to the increasing pressure of sanctions on Russia. Libyan Investment Minister Al-Qaidi Ali Al-Saidi Saad said in May that his country does not want to rely on the dollar alone, as he sees great risks in that.

The actions of the dollar opponents are not limited to payments only. Thus, the National Bank of Moldova decided to refuse to use the US currency as a basis for calculating the official exchange rate of the Moldovan leu, stressing that using the euro for these purposes will increase market liquidity and strengthen economic relations with the European Union.

While European authorities are not ready to officially speak out against the US dollar, businessmen are sometimes not shy about expressing this. For example, Kim Stemms, a German-Finnish businessman and founder of the file-sharing sites Megaupload and Mega, also known as Kim Dotcom, called for abandoning the dollar in favor of gold and predicted the imminent end of the American empire.
