On Saturday, Harim Kamal Agha, a member of the Patriotic Union of Kurdistan in the Iraqi Parliament, confirmed that the completion of the government cabinet headed by Ali al-Zaidi will take place after the end of the parliamentary legislative recess. He also indicated that an agreement had been reached regarding the salaries of employees in the Kurdistan Region, calling for adherence to it until the 2027 budget is approved.

Kamal Agha said during a press conference attended by Shafaq News Agency that “the Iraqi Parliament has currently entered its legislative recess, and is scheduled to resume its sessions after the first of July,” indicating that “the issue of completing the vacant positions in the government will be among the issues that will be raised after the resumption of parliamentary work.”

He added that “the completion of the government cabinet headed by Ali al-Zidi will take place after the end of the legislative holiday, by filling the remaining vacant positions within the government formation.”

Regarding the issue of salaries for employees in the Kurdistan Region, Kamal Agha explained that “there is a negotiating team continuing its efforts to address the salary issue, along with other outstanding issues between Baghdad and Erbil, including the ASYCUDA system and non-oil revenues.”

The National Union MP pointed out that “previous talks led to an agreement to transfer 120 billion dinars monthly from non-oil revenues to the federal government, in addition to exporting 230,000 barrels of oil per day,” stressing that “this agreement must be implemented and continue to be worked on, and it should not be linked to other files or issues.”

He pointed out that “the inability of the Kurdistan Regional Government to provide 120 billion dinars raises many questions,” stressing the need to adhere to the agreements concluded to ensure the continued handling of the salary issue during the next stage.

He explained that “these understandings should continue until the new general budget is approved,” indicating that “Iraq will not approve the 2026 budget, but rather the government and the House of Representatives will move towards approving the 2027 budget.”

Kamal Agha stressed that “continuing dialogue and understanding between Baghdad and Erbil is the best way to address outstanding financial issues, ensuring the payment of salaries for the region’s employees and the implementation of mutual obligations according to agreements concluded between the two sides.”

It is worth noting that MP Amer Al-Fayez, a leader in the coordination framework, ruled out last Wednesday holding a session of the House of Representatives during the current week, suggesting that the completion of the cabinet would be postponed until after the end of the legislative holiday.

Al-Fayez told Shafaq News Agency that “the political blocs concerned with the ministries have not yet submitted the names of the candidates to the Prime Minister,” explaining that “the names can be submitted within a few days if an agreement is reached to hold a session of the House of Representatives.”

Al-Fayez added that “there is difficulty in holding a session of the House of Representatives during the next week, and the council is currently on legislative leave, and the representatives are not ready to attend,” suggesting that “if a quorum is not achieved, the completion of the cabinet will be after the end of the legislative leave.”

The head of the National State Forces Alliance, Ammar al-Hakim, confirmed last Wednesday that Iraqi political forces and parties are conducting intensive consultations to decide on the remaining seats in the government cabinet by holding an “emergency” session of the House of Representatives, given that there is a mandatory legislative recess that lasts from the beginning of this June until the first of July.
