Former MP Zahra Hamza Ali called on the House of Representatives and parliamentary committees on Saturday to expedite the legislation of laws carried over from the previous session, in which the first and second readings were completed but were not put to a vote due to the end of the parliamentary legislative session.
Ali told Al-Maalomah that “among the most prominent of these laws are the Civil Aviation Authority Law and the amendment to the Maritime Authority Law,” noting that they “reached advanced stages before the parliament’s work was suspended,” pointing out that “the two laws are important in relation to the sovereignty of the state and the regulation of the aviation and navigation sectors in Iraq.”
She added that “the enactment of these two laws would contribute to addressing the problems of Iraqi Airways and regulating the maritime sector, calling on the parliamentary committees to expedite their passage.”
She pointed out that “there are other important laws that are still awaiting approval, including the salary scale law and a number of laws that are controversial between the central government and the region,” noting that “the oil and gas law is one of the most complex files, and its postponement between governments may continue due to the lack of political consensus on it.”
It is worth noting that the House of Representatives, in its current session, completed the first reading of the proposed fifth amendment to the Civil Aviation Law No. (148) of 1974, submitted by the Transportation, Communications, and Governance Committee. This amendment aims to guarantee the independence of the Civil Aviation Authority, implement the requirements of the Chicago Convention on the Safety and Security of International Civil Aviation, and keep pace with technological and commercial developments in the sector.
