The escape of terrorists from al-Hol camp: a ticking time bomb threatening Iraq’s security
2-15-2026
Information/Report:
Al-Hol camp in Syria is considered a “ticking time bomb” due to its large number of ISIS members, known as “Cubs of the Caliphate,” who emerged after the group’s defeat in Iraq and Syria and rely on lone-wolf attacks and sleeper cells.
The de facto government controls ISIS prisons in Syria following an agreement with the Autonomous Administration (SDF). A significant number of terrorists have escaped from the camp, increasing security concerns in neighboring countries, including Iraq, for fear that these individuals will be rehabilitated and reorganized to launch terrorist attacks. Leaked videos in February 2026 documented the escape of
ISIS members from Al-Hol
, with intelligence reports describing it as a “redeployment” of the group’s cells in the Syrian desert and other conflict zones.
Observers believe this escape poses a threat to Iraqi and regional security. Security expert Sabah al-Akeeli called on the government and security leaders to tighten control over the Iraqi-Syrian border, warning of the danger posed by the most extremist elements among the escapees and pointing to the possibility that the escape was organized with the support of cells within the camp. He called for increased military presence to prevent their infiltration.
The transfer of terrorists also raises concerns.
On February 15, 2026, the US Central Command (CENTCOM) announced the transfer of 5,700 ISIS fighters from detention centers near the camp to Iraqi territory for their safety. This puts pressure on Iraqi prisons and increases the likelihood of riots or external attempts to break them up, as has happened in the past.
Iraqi officials warned that keeping these individuals in foreign prisons made them a bargaining chip for regional powers. Therefore, their transfer to Iraq was considered a courageous step to ensure they are subject to Iraqi justice.
MP Ibtisam Hashim stressed that the transfer of ISIS elements from Syria to Iraq constitutes a “ticking time bomb” for national security, warning of a new wave of violence and calling for a unified national stance, enhanced security and intelligence cooperation, and decisive measures to prevent a repeat of past scenarios.
Observers and security experts conclude that what is happening in al-Hol camp represents a direct threat to regional security and necessitates intensified cooperation between Iraqi and international authorities, as well as strengthened security and intelligence measures to prevent any attempts to smuggle or reorganize ISIS elements and ensure that past scenarios are not repeated.
