The rapid pace of events and repercussions over time reveals many truths about the political process, especially after the framework announced the nomination of Maliki for the premiership. This prompted a direct response from the head of the Progress Party, Mohammed al-Halbousi, who opposed this nomination despite being one of the State of Law’s political and administrative partners in the provincial councils. This was followed by a tweet from US President Donald Trump rejecting Maliki’s presence in power, and then the removal of Savaya as the US envoy to Iraq and the appointment of Thomas Barrack. All of this is linked to one circle that confirms that Trump did not write his tweet without reason, but rather that there is someone pushing in this direction, amidst escalating accusations against Halbousi and his party of informing on Maliki and pushing Savaya towards Trump to reject this nomination.
Ali Kadhim, a member of the State of Law Coalition, told Al-Maalomah that “the State of Law Coalition and the Coordination Framework are proceeding with the process of forming the new government headed by Nouri al-Maliki, and there are diplomatic moves to ensure the political process proceeds without foreign interference.” He added that “Al-Halbousi has worked to end the partnership with the State of Law, and therefore all agreements and joint work between the State of Law and Al-Halbousi’s party will end, after the head of the Progress Party moved towards other partners.”
He explained that “the partnership with Al-Halbousi’s party and his party in the provincial councils has ended, in addition to ending the partnership with him in the House of Representatives, where the State of Law Coalition will stand with any other figure from outside this party for the position of Speaker of Parliament,” noting that “there is a project to remove Hebat al-Halbousi from the presidency of the House of Representatives.”
On another front, Ibrahim al-Sakini, a leader in the Coordination Framework, confirmed to Al-Maalomah that “Mohammed al-Halbousi, head of the Progress Party, and other Sunni forces have made major concessions to external parties, including Washington and Doha.” He added that “these concessions and moves are not only aimed at gaining power, but primarily at establishing an external veto to exclude Nouri al-Maliki, head of the State of Law Coalition, from the prime ministerial race.”
In a related context, former MP Mishaan al-Jubouri explained in statements followed by Al-Maalomah that “any capitulation by Maliki to Trump’s tweet would mean a victory for the opposing side and give them an opportunity to dominate the state.” He added that “Halbousi refused to stand with Maliki in his bid for prime minister, along with some Shiite and Kurdish parties. Furthermore, US envoy Mark Savaya convinced Trump to write a tweet against the Framework’s candidate under the influence of a Sunni party.”
