Jamal Kochar, a member of the Kurdistan Islamic Union bloc, confirmed that there is no constitutional requirement that the president of the republic be from the largest parliamentary bloc, stressing that postponing the session to elect the president of the republic lacks legal and political justifications.
Kujer told Al-Maalomah that “the constitution does not stipulate that the president of the republic must be from the largest bloc within parliament,” indicating that “continuing to postpone the election session does not serve political stability and is not consistent with constitutional timelines.”
He added that “the Kurdish forces are required to reach a clear agreement on a single candidate for the presidency before next Sunday,” expressing his hope that “the next few days will witness real progress in the ongoing talks.”
Kujer pointed out that “the established political custom stipulates that the presidency of the republic be granted to the Patriotic Union of Kurdistan,” noting that “the Islamic Union bloc submitted a negotiating paper that includes clear mechanisms and criteria for choosing the president of the republic, away from complications and disputes.”
He explained that “the two main parties, the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, are exerting political pressure within the framework of negotiations to obtain sovereign positions,” stressing that “prioritizing partisan interests over national consensus will prolong the crisis.”
He concluded by emphasizing that “resolving the presidential issue as soon as possible will contribute to fulfilling the remaining constitutional requirements and prevent the country from entering a state of political deadlock that negatively impacts the performance of state institutions.”
