Al-Kazemi’s government takes 6 new decisions
Shafaq News/ The Iraqi Council of Ministers held its weekly session, on Tuesday, headed by Mustafa Al-Kazemi in the capital, Baghdad, during which it took 6 new decisions.
Al-Kazemi’s office said in a statement received by Shafaq News Agency, that it reviewed the general conditions in the country, the great challenges facing the country during the current stage, and the need to exert maximum efforts to confront them, continue to provide the best services to citizens, and follow up on important files in the security, economic, and service fields that are related to directly in the lives of the people, and the interests of the country.
Al-Kazemi renewed his condolences to the families of Judge Ahmed Faisal Al-Saadi and Major Hossam Al-Alawi, who were assassinated in Maysan Governorate.
He stressed that the government had taken quick measures to address the repercussions, and formed the Maysan Operations Command, explaining that he is personally following up with the security leaders in the province the implementation of security plans for the establishment of security, law, imposing the prestige of the state, and the prosecution of organized crime gangs.
Al-Kazemi vowed, “retribution of criminals, and accountability for all those who work to tamper with the security and stability of the province,” and stressed “rejection of any form of abuse of the state and its institutions.”
After the Council of Ministers discussed the topics on the session’s agenda, it issued the following decisions:
1- The Ministry of Finance undertakes financing (28.2 billion) dinars, only twenty-eight billion and two hundred million dinars, in two phases, for the Ministry of Water Resources, to implement works related to the construction of a 12-meter-wide coastal road parallel to the Shatt al-Arab (including the implementation of bridges suitable for large enclaves, according to the appropriate technical specifications and approved contexts). ), according to the categorical responsibility contained in the Joint Operations Command Book No. (5/45/3041) dated November 22, 2021, in implementation of paragraphs (1 and 2) mentioned in the letter of the Federal Financial Supervision Bureau No. (1/1/15/2443). ) dated February 3, 2021 attached to the Council of Ministers Resolution (15 of 2022), and as follows:
A- The first sector / Basra governorate.
B – Section Two / Ministry of Water Resources.
C- Section Three / Ministry of Oil.
D- Section IV / Popular Mobilization Authority / Mobilization Engineering Directorate.
E – Section Five / Ministry of Defense.
2- The Ministry of Construction and Housing, in coordination with the Ministry of Planning, undertakes to include a component for the purpose of spreading it with space and tiling material later.
Second / Approval of the recommendation of the Ministerial Council for Social Services (6 for the year 2021), according to the following:
– Approval of the General Company for Ports of Iraq to lease marine units outside the territorial waters, as an exception to the formal procedures stipulated in the amended Law of Sale and Lease of State Funds (21 of 2013), and based on Article (40) of the aforementioned law.
Third / agree to the following:
1- Authorizing the Director General of the Civil Aviation Authority to negotiate the two protocols amending Articles (50/A) and (56) of the 1944 Civil Aviation Convention, signed in Montreal on October 6, 2016, based on the provisions of Article (80/ VI) of the Constitution. .
2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Director General of the Civil Aviation Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
Fourth / agree to the following:
1- To authorize the Director General of the General Tax Authority at the Ministry of Finance the power to negotiate and sign (initials) a draft agreement to avoid double taxation and prevent tax evasion on income and capital, between the Government of the Republic of Iraq and the Government of the Republic of India, based on the provisions of Article (80). Sixth) of the constitution.
2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq to the Director General of the General Tax Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
Fifth / agree to the following:
1- To authorize the Undersecretary of the Ministry of Foreign Affairs, Mr. Nizar Al-Khair Allah, the authority to negotiate and sign a draft agreement exempting holders of diplomatic, special, or service passports from entry visa between the Government of the Republic of Iraq and the Government of the Russian Federation, based on the provisions of Article (80/Sixth) of the Constitution.
2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Undersecretary of the Ministry of Foreign Affairs, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
Sixth / Approval of the recommendation of the Ministerial Council for Energy (11 of 2022) as follows:
Approval of the implementation of a modern refinery development project according to the recommendation of the Central Committee for review and approval of referral in the Ministry of Oil, with the exception of the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014), and in the manner of direct contracting with the American company (Honeywell UOP), based on the The provisions of Article (3 / VII) of the aforementioned instructions, for the implementation of the contract (completion of the basic designs Fast Feed), according to what is proven in the letter of the Ministry of Oil No. (and / 34) dated January 30, 2022, and the North Refineries Company is responsible for the safety of procedures displayed regarding the exception.
