Legal expert Ali Al-Tamimi explained the government’s mechanism for dealing with the federal budget for the next year in the absence of the House of Representatives to legislate and ratify the budget prepared by the government.
Al-Tamimi told Al-Maalouma, “In the event that the general budget law is not legislated, the government will resort to the Financial Management Law of 2004, which allows it to spend 12 percent of the amount of the previous budget and of the available revenues and dividing the amount of the previous budget by 12 percent, which is called the emergency budget. The same happened in 2014, and it is a temporary state until legislation.”
He added, “Article 13 of the Financial Management Law requires that in the event that the general budget law is not approved until December 31, the Minister of Finance issues instructions for disbursement at a rate of 1/12 of the total expenditures.” finished 25
