A Kurdish MP expects a “major battle” in next week’s session

{Baghdad: Al Furat News} A member of the Finance Committee, Kurdish Representative Jamal Cougar, revealed a new condition for passing the draft federal budget bill for 2021.
The Speaker of the House of Representatives, Muhammad al-Halbousi, had directed that the budget bill be included in the next session next Monday, March 15, 2021.
Cougar said in a press statement, “There are problems related to three articles in the draft Federal Supreme Court bill that require approval for each of them to a two-thirds vote. Members of the Council, and that the bill has not passed for twelve years because of those three articles, and the major battle over it in the House of Representatives has been postponed to next Monday. ”
He added, “Some Shiite and Sunni parties linked the issue of the general budget to the approval of the Federal Supreme Court bill, and a pressure paper was taken from that. Yesterday, the Speaker of Parliament said that they will include the issue in the agenda of Monday’s session while 150 deputies collected signatures to demand not to delay The General Budget Bill. ”
Cougar believed that “in the event that the Federal Supreme Court bill is passed, the general budget bill will be passed, but in the event that the Federal Court bill is not passed, there will be tensions and the passage of the General Budget Bill will again be delayed.”
According to Cougar, “It is possible to pass the aforementioned bill even without the agreement of the Iraqi parties, because there are previous experiences of this kind, and two laws and a decision have already been passed in the absence of Kurdish representatives.”
It is noteworthy that four paragraphs of the Federal Supreme Court bill were settled yesterday. As for the articles that were postponed to next Monday’s session, they are Articles 2, 3 and 12, while two months have passed from the current year 2021 and the draft general budget law has not yet been approved. The Federal Court’s law stipulates that court sessions be held in the presence of its president and all of its members. The draft law presented to the House of Representatives proposes to add four Sharia scholars and two judges to the court, bringing the number of its members to 15.
For the purpose of holding its sessions and issuing its decisions, the Federal Supreme Court needs the votes of all the members of the court, but due to the illness of one member and the death of another, the court is no longer able to hold its sessions.
The Federal Supreme Court was formed in 2005, and has been operating under a special law for ten years. It is the highest court in Iraq, and it has the authority to interpret the constitution, annul the decisions of the House of Representatives, and its decisions are irrevocable and unappealable.
