An Executive Order enables the president to by pass or step around the normal appropriation process the way it is laid out in the constitution and to do things and to use his executive power to carry out certain events and in this case directing funding, primarily humanitarian funding and assistance, through all of the different Federal agencies toward the country of Iraq. And it says because of the emergency and in the last couple of years it’s been humanitarian emergencies… Each time it has been signed, I read it over and over and I can’t see anything in there that pertains to whether or not…being a sovereign country having it’s own currency…as to whether or not it will change it’s value or not change it’s value. I don’t see any impact on it one way or the other. So what is the rumor…has it been signed or not been signed…I don’t see a connection between the two.
