The Department of Media and Information of the Kurdistan Regional Government announced on Tuesday that a high-level negotiating delegation from the regional government will head to the federal capital, Baghdad, on Wednesday.
The department said in a statement, received by Shafaq News Agency, that the delegation will continue negotiations with the federal government regarding the region’s financial obligations, rights and entitlements in the 2027 federal general budget, noting that the delegation includes the head of the Cabinet Office, the Cabinet Secretary, the head of the Coordination and Follow-up Department, the Undersecretary of the Ministry of Natural Resources, the Directors General of Budget and Accounting in the Ministry of Finance and Economy in the Kurdistan Region, as well as a representative of the Ministry of Peshmerga Affairs.
She added that the delegation, in coordination with the Kurdistan representation to the federal government, will hold official meetings with the federal Ministry of Finance during the visit, with the aim of dialogue and reaching a “common and fair understanding” regarding the financial and oil obligations of the Kurdistan Region, as well as its financial rights and entitlements in the 2027 budget.
The statement indicated that the delegation of the region affirms that the Kurdistan Regional Government has fulfilled its financial and oil obligations towards the federal government, and will continue to implement these obligations during 2027, considering that this leaves no pretexts or reasons to delay, stop or reduce the region’s rights and financial entitlements.
According to the statement, the meetings will address all the region’s financial rights and entitlements, including salaries and entitlements of employees, Peshmerga forces, internal security forces, retirees, political prisoners, families of martyrs, and beneficiaries of the social protection network, as well as the region’s entitlements within the staffing and job grade tables, operational expenses, investment projects, sovereign and governing expenses, and all other financial entitlements specified for the region under the constitution and relevant laws.
According to the statement, the delegation will also focus on establishing and protecting the region’s financial rights and entitlements, primarily the salaries and entitlements of employees, in a clear and legal manner within the 2027 Federal General Budget Law, thus ensuring, according to the department, equality between the citizens and employees of the Kurdistan Region and their counterparts in the rest of Iraq in terms of rights and financial entitlements, in accordance with what was approved by the Supreme Federal Court.
The statement indicated that the delegation will also stress the need to exclude salaries and basic financial entitlements from the actual spending standard and any other restrictions that may lead to delaying, stopping or reducing these entitlements, and to put in place a clear and stable mechanism within the federal budget to secure and send the financial rights and entitlements to the Kurdistan Region.
