Zuhair al-Jalabi, a member of the Coordination Framework, warned on Monday of a serious decline threatening the prestige and standing of the security establishment. He pointed out that the practices of some high-ranking officers in accompanying the heads of political blocs and acting as personal bodyguards severely undermine the honor of the Iraqi military.
Al-Jalabi told the Information Agency, “The prestige of the security institutions is on the verge of collapse as a result of the individual actions of some high-ranking officers who have chosen to accompany the leaders of political blocs, carrying their bags and opening car doors for them, in a humiliating scene that strips the military rank of its moral and national value.”
He added, “Military rank and security positions carry high honor and prestige that should not be compromised or used outside the context of official and professional duty.” He explained that “these erroneous behaviors by a minority of officers damage the reputation of the entire military and security system and diminish its prestige in the eyes of the public.”
Al-Jalabi explained that “some heads of political blocs are exploiting their influence and vast sums of money to buy the loyalty of some officers and coerce them into serving their personal interests instead of serving the nation and the state,” stressing “the necessity for deterrent measures to be taken by the senior leadership and the Ministries of Defense and Interior to prevent these practices and hold accountable anyone who exploits their security position to offer partisan or personal loyalties at the expense of national duty and the honor of the institution.”
On the evening of September 30, 2026, social media platforms circulated a video showing the head of the “Progress” party, Mohammed al-Halbousi, arriving in Baghdad accompanied by officers holding high military ranks. This sparked a wave of controversy and questions on social media, given that he currently does not hold an official government position after the end of his term as Speaker of the Iraqi Parliament.
