The Iraqi Ministry of Finance announced on Wednesday that it has begun implementing the requirements for preparing the executive roadmap for digital transformation in cooperation with the World Bank.
According to a statement from the Ministry of Finance received by Shafaq News Agency, this came during a meeting held by the Undersecretary of the Ministry, Ali Karim, with a World Bank delegation headed by Emmanuel Salinas, and in the presence of the Directors General of the Public Debt, Budget and Accounting Departments and members of the National Team for Digital Transformation.
The ministry explained that the initiative came through adopting an integrated work methodology to assess the institutional reality, identify priorities and roles, set timetables, outputs and performance indicators, in line with best international practices.
The Undersecretary stressed that digital transformation is one of the fundamental pillars of financial and administrative reform, and contributes to strengthening governance and transparency, and raising the efficiency of public financial management.
For its part, the World Bank delegation renewed its commitment to continue providing technical and advisory support and transferring international expertise, in support of the implementation of the government program and the modernization of the financial management system in Iraq, according to the statement.
It is worth noting that the Prime Minister’s Advisor for Digital Transformation, Hassan Al-Khatib, had previously acknowledged in an interview with Shafaq News Agency that “the rate of digitization in Iraq does not exceed 1%, due to the lack of the required competencies in creating an integrated digital system,” adding that “there are attempts to develop competencies through training in digital technology.”
The Iraqi government had adopted the comprehensive digital transformation file as a key pillar in the five-year national development plan (2024-2028) to enhance the efficiency of government performance, simplify procedures and combat corruption.
This plan is integrated with the national strategic directions for modernizing public administration in cooperation with international bodies such as the World Bank and the World Food Programme.
