MP Aqeel Al-Fatlawi revealed today, Wednesday, that there is a concerted parliamentary movement within the halls of the Iraqi Parliament aimed at collecting the necessary signatures to host Prime Minister Ali Al-Zaidi to discuss the results of his recent visit to the American capital, Washington, especially the agreements and memoranda of understanding of an economic nature that resulted from it.
Al-Fatlawi told Al-Maalouma that “the request to hold a special parliamentary session has not yet been submitted to the parliament’s presidency, due to the lack of a legal quorum of signatures so far,” while noting that “there is a clear and widespread desire among many members of parliament to clarify the government’s vision regarding the outcomes of the Washington visit.”
He added that “the Iraqi constitution explicitly obliges the government to present all international agreements and treaties to parliament for consideration,” explaining that “the decision to ratify or not is subject to the vision of the representatives and the extent to which those agreements are compatible with the supreme national interest to serve the Iraqi people.”
Al-Fatlawi stressed “the need to comply with constitutional frameworks,” emphasizing that “the Prime Minister or any executive authority cannot exceed the powers granted exclusively to the House of Representatives.”
He pointed out that “there are concerns among some parliamentary circles, indicating that the House of Representatives may view some of the concluded agreements as falling under the concept of (economic occupation) or harming national sovereignty, which may prompt the parliament to reject them and completely block their path if it becomes clear that they are not useful or dangerous to the national economy.”
Al-Fatlawi indicated that “Prime Minister Ali al-Zubaidi briefed the leaders of the Coordination Framework on the most prominent topics and outcomes of his visit to the United States, while also outlining his future plans and upcoming visits to several countries in the region, as part of the government’s efforts to establish Iraq’s foreign relations based on economic and security partnerships.”
