Iraq records a budget deficit of 12.9 trillion dinars in five months

Data released by the Iraqi Ministry of Finance revealed that the general budget recorded a deficit of 12.9 trillion dinars during the first five months of this year, amid a decline in revenues of 28.1% compared to the same period last year.
According to the ministry’s report, total expenditures during the aforementioned period amounted to 46.6 trillion dinars, distributed between 45 trillion dinars in operational expenses, representing 96.5% of total spending, and 1.6 trillion dinars in investment expenses, representing 3.5%.
The report indicated that employee salaries and social welfare benefits accounted for 36.8 trillion dinars, equivalent to 78.9% of total expenditures, while the Kurdistan Region’s share calculated within the expenditure amounted to 5.158 trillion dinars, most of which was allocated to finance the salaries of the region’s employees.
Total expenditures recorded a decrease of 282.1 billion dinars compared to the first five months of last year, while investment expenditures decreased by about 1.4 trillion dinars, and the expenditures of the Kurdistan Region decreased by 8.7 billion dinars.
On the revenue side, the report explained that Iraq achieved revenues of 33.7 trillion dinars during the first five months of this year, of which 27.2 trillion dinars were oil revenues, constituting 84% of the total, and 6.4 trillion dinars were non-oil revenues, representing 16%.
He added that the non-oil revenues that the Kurdistan Region handed over to the Federal Ministry of Finance amounted to 383.3 billion dinars, in exchange for funding the salaries of the region’s employees.
The report indicated that total revenues decreased by 12.4 trillion dinars, or 28.1%, compared to the same period last year, contributing to a budget deficit of 12.9 trillion dinars during the first five months of this year.
