On Saturday, the new Iraqi Prime Minister, Ali Faleh al-Zaidi, launched a package of 15 government directives during the first regular session of the Council of Ministers, which included disclosing the financial assets of ministers, activating the Health Insurance Law, accelerating digital transformation, and addressing the electricity crisis, in addition to his emphasis on combating corruption, simplifying government procedures, and supporting stalled projects.

The Prime Minister’s Media Office said in a statement, received by Shafaq News Agency, that Al-Zaydi chaired the first regular session of the Council of Ministers today and issued a set of directives to the ministers, indicating that he listened to the ministers’ interventions on the reality of the ministries, and ways of working to draw up general solutions to their problems in order to adopt them by the government.

Regarding Al-Zidi’s directives to his ministers, the statement said that they “constitute a roadmap for implementing the government’s policies, goals and priorities, which serve the citizen, improve the service and economic reality and develop institutional performance.”

Al-Zaydi directed the drafting of an integrated economic policy for the country, the establishment of a Financial Stability Council, and that the Ministry of Oil should not be merely a ministry for selling crude oil, but rather a ministry for added value to increase production and exports and develop the oil sector. He also directed the Ministry of Foreign Affairs to prepare quick papers on files for reactivating Iraqi relations with the Arab, regional and international environment, and stressed to the Ministry of Electricity the preparation of two papers, one for quick solutions to address electricity in the current summer, and the other long-term to address the development of the electrical grid, while he directed the Ministry of Health to activate the Health Insurance Law.

With regard to the communications and transportation sector, Al-Zaydi directed intensive work to complete the comprehensive digital transformation and its governance, and that the Ministry of Transportation should contribute to supporting the country’s economy and raising the state budget, through a clear and specific starting line in implementing the path of development and accelerating the connection of Iraq to global trade chains.

Shafaq News Agency publishes below the directives issued by Prime Minister Ali al-Zaidi to the ministers during the first session of the Council:

●Disclosure of financial assets within one week, starting from the date of issuance of this directive.

● No functional changes or modifications to the structure of ministries at present.

● Setting priorities for each ministry within (30) working days to include them in the government program, which will be discussed in the Cabinet and approved.

● The Minister’s office manager should be chosen exclusively from the Ministry’s own staff, and attention should be given to the Ministry’s media office, and space should be given to professional media to cover the Ministry’s activities.

● Dealing with Arab and foreign ambassadors within official contexts, and in the presence of a representative from the Ministry of Foreign Affairs, while taking into account the interests of Iraq.

● Enabling the House of Representatives to perform its oversight and legislative role and to communicate with parliamentary committees.

● To establish a clear vision for managing the ministry and to review and simplify the procedures for citizens’ transactions.

● Coordinating with governors to overcome the obstacles their governorates are facing, reviewing the ministry’s budget and giving priority to stalled and suspended projects.

● Evaluate employee performance scientifically and professionally, and address the observations of the Federal Financial Control Bureau.

● Giving priority to combating corruption and taking preventive measures against it in the work and cooperation with the Federal Integrity Commission and facilitating its work, and emphasizing the recovery of Iraqi funds smuggled abroad.

● Working with a single window to facilitate the work of investors and move away from bureaucracy, while keeping official institutions away from factional and partisan orientations and political polarization.

● Working in accordance with the requirements of the constitution, applicable legislation, rules of professional conduct and institutional performance, and maintaining the confidentiality of important state information and documents.

● Adopting the principle of participatory and collaborative management in the management of institutions, and utilizing expertise and consultations of a specialized nature.

● Simplifying procedures and automating administrative jobs and processes, to ensure increased productivity and citizen satisfaction.

● Field visits to monitor the implementation of procedures, identify and resolve problems, and continuously follow up on the implementation of decisions of the Council of Ministers and relevant authorities.
