This came during the fourteenth regular session of the Council of Ministers, chaired by Prime Minister Ali Faleh Al-Zaidi, whose agenda was limited to discussing and approving the government program, before making a decision to refer it to the House of Representatives based on the internal regulations of the Council of Ministers.

According to a statement issued by the Prime Minister’s Media Office, the program’s priorities were distributed across the files of strengthening state sovereignty and national security, economic and financial reform, industry, governance, institutional reform and combating corruption, health, communications and digital transformation, youth and sports, foreign policy, energy, agriculture, water and environment, education, social protection and combating poverty, human rights, women and children, as well as culture, tourism and antiquities.

The program included adopting a national plan for institutional reform and combating financial and administrative corruption, reviewing legislation related to this issue, strengthening the integrity and transparency system, in addition to expanding investment in non-oil minerals and natural resources.

The government also prioritized reforming the state-owned banking sector, regulating and unifying border crossings, and launching a comprehensive national digital transformation strategy, in addition to supporting digital transformation and cybersecurity centers and enhancing the investment environment.

The program also included the establishment of the Supreme Investment Council and the Supreme Council for Financial and Monetary Stability, as part of efforts to reorganize economic, investment and financial matters.

On the security and sovereignty side, the program stipulated unifying the security decision and linking all resources and capabilities to the official state system, while considering the independence of the Iraqi political decision as one of the basic manifestations of national sovereignty.

In the social files, the program included strengthening the human rights system, child care, and reducing forms of societal violence, in addition to preparing programs to qualify and train women to assume leadership positions in governmental and political work.
