Iraqi Foreign Minister Fuad Hussein revealed on Saturday significant progress between Baghdad and Erbil regarding the issue of non-oil revenues in the Kurdistan Region.

Hussein told reporters, “Regarding the agreement between the federal government and the Kurdistan Regional Government, it is witnessing significant progress on the non-oil revenue file,” expressing the likelihood of reaching “an understanding within the next few days.”

Regarding the oil issue, he added, “The problem was not between the federal government and the oil companies, or between the regional government and the oil companies, but rather a tripartite one. The next few days will witness a solution to this issue as well.”

Hussein expects the government committees to complete their tasks within the next three days, with the goal of submitting positive reports to the government for presentation to the Cabinet, which will then make a final decision on them next Tuesday.

The roots of the recent salary crisis between the federal government in Baghdad and the Kurdistan Regional Government (KRG) lie in ongoing disagreements over oil export mechanisms and the unification of public revenues. This is a long-standing crisis that resurfaces from time to time, but it has significantly worsened since May 2025, when the federal government refused to send salaries to KRG employees.
