The Iraqi Ministerial Council for the Economy decided on Monday to involve governors in preparing the state’s general budget, both in text and figures, with the aim of improving the quality of services and reducing administrative red tape.
This came during its 31st session for the year 2025, chaired by Deputy Prime Minister and Minister of Foreign Affairs Fuad Hussein, and attended by the Deputy Prime Minister and Minister of Planning, the Ministers of Finance, Trade, Agriculture, Industry, Labor and Social Affairs, in addition to the Governor of the Central Bank of Iraq, the Deputy Chairman of the National Investment Commission, and the Prime Minister’s advisors for economic and legal affairs.
According to a statement from the Ministry of Foreign Affairs received by Shafaq News Agency, the council hosted the general coordinator of the Higher Council for Coordination between the provinces, and the governors of Baghdad, Basra, Kirkuk, and Wasit, to discuss the service and economic situation in their provinces.
The statement indicated that “the governors presented their governorates’ plans and projects, as well as the non-oil revenues generated to support their local budgets, thus contributing to the provision of better services to citizens.”
The Council also discussed “the issue of large state lands and the best ways to utilize them by implementing strategic projects or distributing them to eligible groups after the necessary infrastructure has been developed.”
The Council decided to “involve governors in preparing the state’s general budget, including text and figures, to ensure that the budget law includes clauses that contribute to improving the level of services and reducing administrative red tape.”
In the same context, the Council approved “the application of the Product Protection Law to factories not licensed by the General Directorate of Industrial Development in the Kurdistan Region.”
The Council also recommended that the Cabinet “approve the recommendations of the Diwani Order Committee regarding the study of the project to transfer state employees through contracting with a company specializing in transportation and managing financial and executive operations.”
According to the statement, this project “will provide public transportation for employees of ministries and entities not affiliated with a ministry, contributing to employing a large number of unemployed people and reducing government spending in this sector, while ensuring that all employees are covered by social and legal guarantees.”
The project also includes, according to the statement, “the possibility of granting loans to the unemployed to purchase vehicles and participate in the project.”
