According to the newspaper, European capitals believe that tolls should be voluntary and regulated by the International Maritime Organization (IMO), a UN agency. Europe suggests considering the situation in the Strait of Malacca as a model; crossing that waterway does not require tolls, but states and private companies make voluntary contributions to special funds that help coastal countries offset the costs of patrols and environmental protection.
According to The Guardian, Oman developed this proposal in collaboration with British lawyers. The newspaper also noted that Omani authorities are prepared to send their legal experts to Tehran to discuss the plan in detail.
