The Parliamentary Finance Committee decided, on Monday, to host Finance Minister Taif Sami and Planning Minister Ali Tamim, regarding the federal budget for the year 2023.
The head of the committee, Atwan Al-Atwani, said in a statement received by Al-Maalouma on the sidelines of the first meeting of the committee, that “many laws must be legislated soon, the most important of which is the federal general budget law for the year 2023, with the need for joint work to develop a road map to organize the course of action.”
He pointed to “the importance of hosting the governors regarding the sums of development of the regions based on the Emergency Support for Food Security and Development Law, in addition to the question about the Social Security Law.”
In turn, the vice-chairman of the committee emphasized “presenting the public interest, following up on important laws, and projects that have been completed within the food security law, and the need to receive the final accounts, as well as re-evaluating the work of the Ministry of Finance and its affiliated departments to straighten the work of state institutions, and automating all revenues of state institutions and the joint sector.” And setting up an employee database to ensure the termination of job intersection.
The committee put forward its observations on several matters, the most important of which is “the file of lagging projects and the necessity of implementing them because they took a long time and with huge sums of money, in addition to the electric energy sector and the development of production through its financial support, as well as the crisis of high prices that caused poverty for a large segment of citizens and the demand to include the largest number of Families are in the social care network, and the need to pay attention to the health sector and support the important sector due to the lack of health centers and equipment.
The deputies’ interventions included “developing a mechanism and work plan for the committee and forming sub-committees to follow up on the departments affiliated with it, and the important issues it faces, in addition to the need for the federal government to adhere to the Financial Management Law and to ask the government for an official letter that includes a draft submission of the final accounts.”
The Finance Committee stressed “the importance of hosting the Ministers of Finance and Planning and the budget preparation team to reduce the obstacles facing its preparation, and to send a representative of the committee with the preparation team based on the financial management law, and to involve the Financial Supervision Bureau in preparing the budget and reviewing the deficit and spending ratios,” noting “the need to direct Technical and accurate to focus on following up the financial and economic activities related to the budget’s objectives and setting priorities for disbursing funds according to the economic feasibility of spending the necessary amounts.
The committee discussed “the issue of establishing a sovereign fund to preserve market fluctuations as a guarantee for future generations, as well as the importance of following up on the work of the central bank through sub-committees.”
On the other hand, the committee stressed “the importance of reviewing and following up the procedures of the exchange rate of the dinar against the dollar, finding clear visions to develop appropriate solutions, and preparing an extensive study on the file because of its serious repercussions on society.”
At the conclusion of its meeting, the committee decided to “review the Social Security and Retirement Law for Workers before voting on it during the next session.”
