The Iraqi Council of Ministers approved, on Tuesday, amending the Ministry of Defense’s 2025 allocations to support the armed forces’ equipment, and proceeding with the completion of contracts with the Military Industrialization Authority for light ammunition and mortar shells of various sizes, according to an official government statement.
The statement also stated that today’s Cabinet session witnessed the approval of referring the tender for the oil well networks and platforms (NWP) for the Artawi field – Phase II – to the Chinese company (Sinopec) for petroleum services, in accordance with the financial powers, and exempting the tender for the central processing station for the Artawi field from the unified purchasing procedures for licensing round contracts, and referring it to the Turkish company (ENKA).
In the context of developing the government sector, the Council approved the digital transformation contract for the Supreme Judicial Council, based on a partnership with the private sector, in accordance with the Judicial Council’s letter dated July 31, 2025, and the financial mechanism related to the amount of profits.
The Iraqi Council of Ministers also approved, in its session today, the principles of cooperation between the Ministry of Electricity and GE Vernova International and proceeded with their implementation. The Council also directed the Ministries of Finance and Planning to include the annual amounts in the 2026 federal general budget and to authorize the Minister of Electricity with the necessary powers for implementation, as an exception to government contracting methods, to ensure rapid completion in accordance with the specified allocations.
The Council also approved increasing allocations in the Ministry of Electricity’s 2025 investment budget to cover projects exceeding 50% completion, and to finance contracts signed in 2023 and 2024 to equip high- and medium-voltage cables.
The Council added that, as part of addressing conflicts in construction projects included in the investment plan, the scope of implementation of Cabinet Resolution No. 24725 of 2024 has been amended to include all conflict contracts for components of government projects in accordance with the mechanisms set out in Cabinet Resolution No. 23718 of 2023 until the end of 2025.
