A member of the State of Law coalition, Saad Al-Muttalabi, confirmed on Tuesday that Al-Halbousi’s party lost its lead in Baghdad after the rest of the ballot boxes were opened by the Election Commission, pointing out that local governments are formed on the basis of the electoral majority.
Al-Muttalabi told Al-Maalouma, “The Taqadum Party led by Al-Halbousi lost first place in the capital after the completion of the election results and the opening of the rest of the ballot boxes, and therefore this party became second or third in Baghdad.”
He added, “Local governments in all governorates are formed on the basis of the electoral majority, and this has been in effect for 10 years when the local governments of the governorates are formed.”
He stated that “the parties that ally with each other can achieve the electoral majority and obtain the position of governor and his two deputies, and the head of the provincial council and his deputy, so that the other parties go towards the opposition, which is what happened in Baghdad in 2013.”
