Russia confirms openness to new peace proposals with Ukraine, but with conditions.

Russian Deputy Foreign Minister Sergei Ryabkov announced on Friday that Moscow is ready to discuss any new proposals for resolving the conflict with Ukraine.
In an interview with the news website News.ru, Ryabkov said that the United States had shown a willingness “for constructive dialogue and understanding of Russia’s position,” and that his country was ready to listen to new proposals on how to reach a settlement to the conflict with Ukraine, but any proposals must reflect “the reality on the ground.”
He added: “At this stage, the most important thing is to what extent Washington can influence the decisions of the Kyiv regime and its European sponsors, who still dream of a strategic defeat of Russia.”
Negotiations between Russia and the United States to end the conflict in Ukraine have largely stalled , amid broader preoccupation with the Iran war .
The Kremlin said on Thursday that it had no information about a possible new visit to Moscow by US presidential envoys Jared Kushner and Steve Witkopf, who have led negotiations with Russia in the past.
US Secretary of State Marco Rubio stated last month that Washington is committed to helping end the war, following a meeting he held in Manila with Russian Foreign Minister Sergey Lavrov.
But Rubio warned that there was no quick deal in sight, and indicated that the United States was seeking to “find a compromise”.
Ryabkov indicated that Russia is ready to listen to Rubio ‘s new ideas and continue the dialogue with Washington .
He continued: “The Russian Federation is ready to listen to any reasonable proposals and ideas that are in line with the goals set by the Russian President and take into account the reality on the ground.”
Nearly four and a half years after the outbreak of war, Russia controls roughly one-fifth of internationally recognized Ukrainian territory. Moscow has repeatedly stated its openness to dialogue , provided that such dialogue takes into account the ” new reality on the ground .”
In the interview , Ryabkov said that Russia is keen to continue dialogue with the United States on nuclear weapons. The New START nuclear treaty expired last February , meaning that for the first time in more than half a century , there are no longer binding limits on the strategic arsenals of the world’s two largest nuclear powers .
Moscow says it will continue to abide by the treaty’s limits on missiles and warheads as long as Washington does the same.
Ryabkov said: “We remain open to finding political and diplomatic ways in the future to achieve stability in this region.”
