Russian President Vladimir Putin signed a decree Monday to suspend the agreement with the United States on the disposal of grade plutonium to make nuclear weapons, in a new sign of deteriorating relations between the two countries.
Her introduction to the decree, said the agreement – which was signed in 2000 and entered into force in accordance with another agreement signed in 2010 – would be suspended due to “the emergence of the threat of strategic stability and as a result of the actions unfriendly on the part of the United States towards the Russian Federation.”
She also said that the United States has failed to “ensure the implementation of its commitments on the use of surplus grade plutonium for weapons.”
He called the agreement, which was signed in 2010, Russian Foreign Minister Sergei Lavrov, US Secretary of State Hillary Clinton at the time the two sides to dispose of 34 metric tons of plutonium burned in nuclear reactors.
Clinton said at the time that that amount sufficient to make up to 17 thousand nuclear weapon.
