The first deputy head of the Finance Committee, Ikhlas al-Dulaimi, confirmed today, Sunday, that the vote on the first amendment to the budget will address the problems of the center and the region. Al-Dulaimi stated in a statement to Al-Sumaria Channel that “the vote on the law of the first amendment to the budget will lead to relative stability between the federal and regional governments, and according to it, the region will export oil through SOMO in full,” explaining that “the suspension of exports was not due to the region, but rather due to a lawsuit filed by the Ministry of Oil to the Federal Court, and because of it, oil exports from the region were suspended.”
She added: “The halt in oil exports from the region led to the federal government losing more than $14 billion, and thus this number greatly affected the budget,” indicating that “the one who filed the lawsuit was the cause of this loss.”
Al-Dulaimi pointed out that “dealing with the region was not constitutional and was political, which led to what we have reached. It is not correct that there should be a problem in delivering salaries because the region has oversight and an oversight office, and it must deliver the budget in full. It is not correct for the Ministry of Finance to monitor the region’s financial statements.”
She explained that “Parliament voted on the amendment to the budget as it came from the federal government, which stipulates that the government is obligated to compensate the region for the costs of oil production at a price of $16 per barrel after consulting a neutral company that audits the cost of producing a barrel, and the report of the consulting company will be binding on both parties.”
