Al-Jubouri said in a press interview, “We signed, along with several representatives, a request to the presidency of the Council of Representatives to set a date for a session to host the head of the Integrity Commission, to answer many important questions, especially after his important press conference a few days ago, in which he revealed the extent of the pressures imposed on the Integrity Commission, the most important oversight body in the country,” noting that “the hosting decision will be decided within days.”

He added, “The file of theft of the secret trusts (the theft of the century) must be disclosed to the Iraqi public opinion and the identity of those involved in supporting the first accused must be revealed and how he traveled outside the country,” noting that “there are those accused in less serious cases who cannot travel without their cases being resolved and judicial rulings being issued,” noting that “there is great ambiguity surrounding the theft of the century.”

He pointed out that “holding a disclosure session in the House of Representatives will reveal the identity of the politicians involved in the theft of the century, and provide new details that reveal some of the secrets of what is happening, and show the fate of the looted money and the mechanism for recovering it,” noting that “the session will be the beginning of a popular punishment for the politicians involved in the theft of the century before there is a judicial punishment.”

Al-Jubouri stressed the necessity of proceeding with the hosting session because it is a fair option to clarify the facts before the Iraqi people.

During a press conference held in Erbil Governorate last Wednesday (September 4, 2024), the head of the Integrity Commission, Haider Hanoun, asked the Council of Representatives to host him, announcing the beginning of the real battle against corruption.

Hanoun said: “I ask Parliament to host me, and we announce the beginning of the real battle against corruption starting today.”

Regarding the mechanism for questioning the head of the Integrity Commission within the House of Representatives, legal expert Ali Al-Tamimi said that the Integrity Commission is subject to parliamentary oversight based on Article 102 of the Iraqi Constitution, despite its financial, administrative and legal independence, noting that “Parliament can question the head of the Integrity Commission in everything related to the work of the Commission.”

Al-Tamimi added in a legal clarification that “the judge working in the Judicial Council or the courts affiliated with the Supreme Judicial Council shall be hosted in Parliament upon an official request from the House of Representatives to the Supreme Judicial Council if it is related to presenting certain information,” adding: “This shall be after obtaining the approval of the President of the Judicial Council and he shall be hosted as a guest and not in the form of interrogation and listening to him for the purpose of giving an opinion and presenting testimony.”

Al-Tamimi pointed out that “the supervision of judges is by the Judicial Supervision Authority in accordance with its Law No. 29 of 2016,” noting that “the Supervision Authority is the one that investigates the judges regarding the charges attributed to them and it is the one that decides to refer them to the President of the Judicial Council in the event that one of them is involved in a crime, after which it is referred to the Judicial Affairs Committee and then to the Misdemeanor or Felony Court, depending on the case and the crime in which he was involved.”
