MP Moeen Al-Kadhimi on Wednesday considered the government’s continued spending without approving the budget schedules a “legal violation,” stressing that the lack of parliamentary agreement to pass the budget as the elections approach has rendered it ineffective.

Al-Kadhimi told Al-Maalouma, “Article 70 of the budget law required the government to submit financial tables, but they were not presented to the House of Representatives under the pretext of adopting the three-year budget.” He added, “The government also did not submit a proposed 2026 budget, which exacerbates the constitutional crisis.”

He explained that “the Prime Minister continues to disburse funds to governorates and ministries based on government decisions, without any legal basis from the House of Representatives. This is a repetition of what has happened over the past eight months.”

Al-Kadhimi pointed out that “this pattern of financial spending represents a waste of public funds and unjustified expenditure, as it is conducted without legislative approval, exposing the country’s financial process to further chaos.”

It is noteworthy that the Parliamentary Finance Committee had previously warned against the government’s continued disbursement of funds without referring to the budget schedules, considering this a “clear violation” of the provisions of the Constitution and applicable laws.
