Mousawi: Passing the budget requires consensus among all political parties

The representative of the State of Law Coalition, Jassim Al-Moussawi, confirmed that passing the budget in Parliament requires consensus between all political parties and its resolution with the region to ensure the delivery of oil imports and border crossings to the federal government.
Al-Moussawi told Al-Maalouma, that “passing the budget requires consensus between the political forces, especially with regard to the Kurds, so guarantees should be provided by the region to commit to handing over the sums it owes in order for the budget file to be resolved and passed in parliament.”
He added, “The government is obligated not to deliver the sums to the region in the event of non-delivery of oil imports and what was stipulated in the budget in its provisions, and therefore it became necessary for Kurdistan to hand Baghdad oil imports.”
And he indicated that “the legal right to hand over the money for oil and the revenues of the border crossings cannot be waived, as it must be handed over to Baghdad as it is the right of the Iraqi people, and it is not possible for it to go to one party over the other, especially since the constitution is clear and the systems for distributing those sums are clear.”
