A member of the Assas coalition, led by Deputy Speaker of Parliament Mohsen al-Mandalawi, expressed his dissatisfaction on Wednesday with the repeated voting on “important issues” chaired by Parliament Speaker Mohammed al-Mashhadani without a full quorum.

Adnan Al-Jaberi told Shafaq News Agency: “Unfortunately, more than once we have been surprised by the Speaker of Parliament voting without a full quorum in the session,” stressing, “There must be a full quorum when voting on draft laws, ambassadors, or any other issue.”

He added, “The list of ambassadors was not previously presented for a vote, but the Speaker of the House included it as an item on the agenda. During or before the vote, several members of parliament left the chamber to break the quorum, rendering the vote illegal.”

Al-Jabri noted that “some of the names on the list are respected and represent diplomatic and academic figures, but many of the figures are unknown and their biographies were not presented to the representatives, which sparked widespread objections.”

He stressed that “there is a parliamentary trend to challenge the legitimacy and legality of the vote on ambassadors, noting that voting in this manner disrupts public order and clearly and explicitly violates the House of Representatives’ internal regulations and the constitution.”

Earlier, independent MP Amer Abdul Jabbar revealed his intention, along with a group of MPs, to appeal the ambassadorial vote. He noted that the session’s quorum was broken after some MPs withdrew.

Abdul-Jabbar told Shafaq News Agency that the parliament session was held with 169 representatives in attendance. After the ambassadors’ list was presented for a vote, approximately 30 representatives withdrew and left the hall, but the vote on the list proceeded despite the session’s legal quorum being broken.

The Iraqi parliament voted during its session yesterday, Tuesday, on the list of “new ambassadors” sent by Prime Minister Mohammed Shia al-Sudani, following a parliamentary debate.

Members of Parliament have not yet received the CVs of the ambassadorial nominees, according to representatives who spoke to Shafaq News Agency.
