“May it be harmful and beneficial”… Parliament’s wheel kicks Al-Halbousi aside and moves to pass the People’s Law

May it be harmful and beneficial... Parliaments wheel kicks Al-Halbousi aside and moves to pass the Peoples LawInformation / special.
A vacation that aroused the suspicion of the near and far, concerned and indifferent, the political blocs and the Iraqi people. Thus, the Speaker of the House of Representatives, Muhammad al-Halbousi, surprised everyone by taking a decision “not in his time” by giving himself a “leeway” from parliament, at the simplest time of what is said about him with “ very important”.

The importance of parliament at the present time comes in approving the most important law for the legislative and executive authorities, which is the 2023 budget, which remained “dormant” in the office of the Speaker of Parliament for nearly two weeks, for purely “political” reasons.

The Speaker of the House of Representatives, Muhammad al-Halbousi, had decided to grant himself a 15-day leave, leaving the budget law to fade in the corners of Parliament.

The first deputy speaker of the parliament, Muhammad al-Mandalawi, moved quickly to correct the course of his president and amend the work of parliament, by sending the draft budget to the Parliamentary Finance Committee, after which he held a meeting with the committee in the presence of the Minister of Finance to find out the details of the law.

The actual work appeared in parliament after the media department of the parliament set, next Wednesday, the date for the first reading of the budget bill, at the request of the finance and strategic planning committees inside the dome of parliament.

Therefore, the most important question remains: Can Parliament pass the 2023 budget without the presence of Al-Halbousi?

The legal expert, Ali Al-Tamimi, explained the extent to which Parliament is able to pass important projects and laws in the absence of the Speaker of Parliament, Muhammad Al-Halbousi.

Al-Tamimi said, in an interview with the information agency, that “the parliament can pass draft laws or important laws in the event that the speaker of parliament is absent from the sessions.”

He adds, “The first deputy speaker of parliament or even the second deputy are able to hold sessions and manage them, according to the rules of procedure of the House of Representatives, and in accordance with the law of Parliament.”

The legal expert explains, “One of the articles in the House of Representatives’ bylaw allowed holding sessions and passing important laws, in the absence of the Speaker of Parliament, which allows the First Deputy to manage the sessions.”

On the other hand, a member of the Parliamentary Finance Committee, Hussein Moanes, stated in a tweet followed by Al-Malomooma, that “the delay in the budget by the Speaker of Parliament proves that personal and partisan interests have priority over the power of the people.”

And he adds: “This is what makes us reaffirm our position that we are not bound by any agreements or deals that do not take into account the interests of the country and the people,” calling on the heads of the blocs to assume their responsibilities to stop this absurdity.

In turn, a member of the House of Representatives, Muhammad al-Baldawi, considered the step of distancing political differences and different visions from the budget law a “necessary matter,” while refusing to place the demands of some blocs as a stick to obstruct the parliament’s work.

Al-Baldawi mentioned in an interview with the information agency, that “the issue of political differences and different visions, or raising issues outside the budget law, cannot be talked about,” noting that “the House of Representatives is able to pass it by agreement.”

And he shows, “There must be a separation between political differences and the budget, which can be discussed in private sessions, especially the presence of the state administration coalition, which is responsible for resolving these differences,” stressing “the need to proceed with passing the law and not pay attention to these differences.”

And the member of the House of Representatives indicates that, “The House of Representatives will become an arena for competition and conflict, in the event that a component of the components blocks laws and legislation with its demands,” considering that “putting the demands of some blocs as a stick that impedes the work of Parliament or disrupts the work of the legislative institution is unacceptable.”

Al-Baldawi asserts, “The work of the institutions in the country, the service of citizens, and the salaries of employees, in addition to appointments and contracts, and their contracts terminated, as well as bonuses and promotions, all depend on this budget, which confirms the need to speed up its passage.”

Political differences have always been the “stick” of obstruction and obstruction of all important projects, but the Parliament Speaker’s harmony with these differences and his obstruction of the most important law in the state, and his adherence to achieving individual interests confirms the extent to which the legislative authority has been transformed into “individual” use and sounds the alarm for Iraq’s democracy.
