Al-Tamimi said, in a statement received by Earth News Agency, that “Article 76 first of the constitution confirms that the President of the Republic assigns the candidate of the most numerous parliamentary bloc to form the Council of Ministers, and the Federal Supreme Court has interpreted it by Resolution 25 of 2010 as the bloc that entered the elections with an independent name and number. The bloc was the most numerous, or the one that coalesced with others,” he continued by saying, “Whichever is more numerous in the first session, it is the one to which the text contained in Article 76 first applies to the constitution.”

He added that “the above decision says the most numerous parliamentary bloc after taking the oath, which is the first session devoted to electing the Speaker and his two deputies. It means that the registration of the most numerous bloc is presented to the head of the age in accordance with Articles 54 and 55 of the Constitution and Article 5 of the Parliament’s internal system and this is the direction of the Federal Court in the decision 25″.

He explained, “The Federal Court can, although its decision is in accordance with Article 94 of the Constitution, but this does not mean final. It is able, according to constitutional jurisprudence, to reinterpret the constitutional text according to political, economic and legal variables, and the development that is taking place is what is stated in Article 45 of the Elections Law 9 of 2020.”
