Rebaz Hamlan, the Kurdistan Regional Government’s financial advisor, confirmed on Saturday that Kurdistan is ready to hand over oil, implement all laws related to financial management, and abide by the constitution. However, he revealed that the region rejects the agreement with Baghdad and is awaiting a decision by the federal government, after he indicated that it “violates” the Financial Management Law.
Hamlan told Shafaq News Agency, “Despite several meetings and memoranda of understanding between the two ministries of finance, the Iraqi government often does not abide by the provisions of the agreements.”
He added, “The Kurdistan Regional Government agrees to hand over the oil, provided the Iraqi government is prepared to receive and store it in its warehouses. 50,000 barrels per day will be distributed to the Kurdistan Region’s domestic needs, and approximately 130,000 barrels will be distributed to the Iraqi government. However, the Iraqi government says it will not accept this, and has not taken into account the launching of missiles and drones at the oil fields.”
He continued, “The Iraqi government wants to violate the Financial Management Law by demanding all local revenues from the Kurdistan Region and 50% of all amounts. However, we have decided to hand over all taxes and border levies, leaving the issue of fees to the ministries to cover the internal expenses of the Kurdistan Regional Government and the daily needs of citizens.” He indicated that “the Iraqi government is not ready to sign this agreement. We have submitted the memorandum of understanding with the Iraqi Ministry of Finance to the Iraqi Board of Supreme Audit, and it will be decided upon tomorrow by the Council of Ministers.”
