Iraqi government issues new decisionsPrime Minister Mohammed Shia Al-Sudani chaired the fifty-second regular session of the Council of Ministers Tuesday, during which the general conditions in the country were discussed, and a number of service, economic and social files were examined, in addition to discussing the topics on the agenda and taking the necessary decisions regarding them.

The session addressed the report of the Financial Supervision Bureau submitted to the Prime Minister, within the framework of combating corruption and monitoring the performance level of ministries, where the ministries that witnessed an improvement in performance from 2023 to 2024 were reviewed, as well as the ministries whose performance declined, and the ministries that remained at the same level. Mr. Al-Sudani directed that the recommendations and observations of the report be taken into account, and that it be circulated to the ministries, and that the reasons for the decline in performance or remaining at the same level of performance be investigated, while praising the ministries that witnessed a positive increase in performance indicators. His Excellency stressed the importance of holding accountable those who are negligent in combating corruption, or the entities that are slow to complete their duties regarding violations and legal procedures in dealing with cases related to corruption files.

On the occasion of the glorious Christmas holidays, the Council of Ministers decided to declare Wednesday, December 25, an official holiday for all our honorable people. May God Almighty bring this occasion back to our Iraq with goodness, security and stability.

In fairness to the Ministry of Defense personnel, the Council of Ministers voted to allocate a plot of land in the Nahrawan area of ​​Baghdad to be distributed among the Ministry of Defense personnel, including officers, ranks, and employees, with the Ministry responsible for preparing the land in the governorates to be distributed among the categories mentioned above.

The Council followed up on the process of evaluating the performance of officials, according to the controls and standards set in this field, and voted to appoint (11) general managers in various state departments and institutions.

Within the government’s approach to administrative reform, recommendations were approved regarding controls to regulate the beneficiary entities’ dealings with letters of guarantee issued in their favor, taking into consideration the opinion of the Legal Department in the General Secretariat of the Council of Ministers.

In continuation of the Council’s approach to supporting the pharmaceutical industry, it was approved to add an allocation of an amount to the General Company for Marketing Medicines and Medical Supplies (Kimadia), and to finance it by the Ministry of Finance for the remaining period of the current year, in accordance with the provisions of the General Budget Law for the three years.

Within the framework of the government’s support for local products, the following was approved:

First: Classifying the plants into three categories; equipping category (A) of oxidized asphalt plants with the equivalent of (60%) of the actual energy from black oil, and category (B) with the equivalent of (50%) of the actual energy, provided that the energy approved by the Ministries of Oil and Industry and Minerals for the two categories is not exceeded, and stopping the equipping of category (C) plants until they are rehabilitated and developed, according to what has been specified for each plant, and the rehabilitation is supported by the relevant committee.

Second: The equipment will be at a price of (-50%) of the global bulletin, and the factory owners will bear the transportation costs. The decision will be effective for a period of (6) months, during which the factories will be reclassified and evaluated by the committee referred to in Cabinet Resolution No. (24547) of 2024 after its re-composition by replacing the committee chairman, raising the representative of the National Investment Commission, and adding a representative of the Iraqi Federation of Industries.

Third: The Ministry of Oil will stop deducting insurance (price guarantee), and the Ministry will issue telegrams to facilitate the task of transporting petroleum derivatives prepared for asphalt plants in coordination with the National Operations Center.

In the agricultural sector, it was approved to exempt the Smallholder Agriculture Revitalization Project (SARP), funded by the International Fund for Agricultural Development (IFDA), from the projects referred to in the decisions of the Diwani Order Committee (23942) mentioned in Cabinet Resolution (24207 of 2024).

In the same vein, it was agreed to grant the General Company for Agricultural Equipment and the Mesopotamia General Seed Company a grace period until the end of January 2025 for the purpose of adjusting the financial situation with the Federal Financial Supervision Bureau, with regard to settling the final accounts and paying the remainder of the General Treasury’s share, according to Cabinet Resolution (24600 for the year 2024).

In the field of organizing the process of sending students abroad, the Council decided that sending students abroad would be the exclusive responsibility of the Ministry of Higher Education and Scientific Research, with the exception of sending students abroad by the Higher Committee in the Prime Minister’s Office.
