Thursday (December 12, 2024), the Iraqi government issued a series of decisions to advance the services, energy, education and security files.
The Prime Minister’s Media Office said in a statement that “Prime Minister Mohammed Shia al-Sudani chaired the 50th regular session of the Council of Ministers, which was held to compensate for the session of December 10. During the session, general developments in the country were discussed, a number of important files were discussed and their implementation was followed up, in addition to discussing the topics on the agenda and taking the necessary decisions regarding them.”
Al-Sudani began the session by recalling Victory Day and the sacrifices made by the Iraqis in order to reclaim the land and cleanse it of the filth of terrorists, stressing that this day is an important station for re-evaluating readiness and steadfastness, and the security forces, in all their types and formations, have proven their high readiness and ability to impose security and stability.
Regarding the file of choosing Baghdad as the Arab Tourism Capital for the year 2025, Al-Sudani directed all ministries and state institutions to cooperate and coordinate to show Baghdad in a manner befitting it, its history, civilization and ancient cultural status, stressing the need for the private sector to play a greater role in this vital and important file, and for the occasion to be an opportunity to create more jobs, entertainment and cultural outlets and enhance tourist attractions.
Regarding the developments in Syria, the Prime Minister reiterated Iraq’s position in support of the integrity, sovereignty and unity of Syrian territory, while preserving the rights of the Syrian people of all sects and components. He stressed the continuation of work at a high pace to complete the fortifications on the border strip, directing the dispatch of government service and engineering efforts to implement some road-related works. He also instructed the Ministry of Construction, Housing, Municipalities and Public Works to prepare the lists for rehabilitating the road linking the Al-Qaim and Al-Walid crossings to facilitate the movement of military units.
The Minister of Interior reviewed the results of his field visit to several locations along the border strip between Iraq and Syria, and his follow-up on the fortifications and executive procedures, and the advanced levels of readiness of the Border Guard Forces units and units. The Minister of Defense also reviewed the Ministry’s procedures and military formations to enhance security in the border areas, and the Minister of Foreign Affairs gave a presentation on the procedures and diplomatic contacts related to following up on developments in the region with Arab and regional countries.
As part of efforts to develop government work, Al-Sudani stressed the need for all officials to be present in the field, to identify citizens’ needs, and to develop solutions to overcome routine procedures.
The Council of Ministers considered the topics on the agenda and took decisions regarding them:
In the context of following up on oil sector projects, the Council approved the recommendation to refer the Diwaniyah Refinery Expansion/Middle Refineries Company project for contracting, provided that all contractual terms are subject to the applicable controls and instructions.
The session also witnessed the approval of the recommendation to amend the price of gas oil supplied to the Oil Cultural Center to become (400 dinars/liter).
As part of the anti-drug measures, the Council voted to approve the National Strategy for Combating Drugs in Iraq (2025-2030), taking into consideration the opinion of the General Secretariat of the Council of Ministers.
On the occasion of Christmas, the Council voted to make the twenty-fifth and twenty-sixth of December an official holiday for the Christian community.
In the field of government efforts to solve the school buildings crisis, the following was approved:
1. All plots of land owned by all centrally funded government agencies, on which schools (buildings or caravans) are built, shall be allocated to the Ministry of Education, including plots of land belonging to the Diwani (Shiite and Sunni Endowments), with the exception of those endowed as charitable or family endowments.
2. The lands belonging to the dissolved entities that were transferred to the Ministry of Finance and on which schools (buildings or caravans) were built shall be allocated to the Ministry of Education, and the Legislative Order Committee (21 of 2005) shall take the necessary measures to implement this allocation.
3. The lands belonging to the municipalities are allocated to the Ministry of Education for the purpose of constructing schools on them (buildings or caravans), and the Minister of Construction, Housing, Municipalities and Public Works is responsible for implementing this.
4. The Baghdad Municipality and the municipal departments in the governorates shall take the necessary measures in accordance with the law to change the basic design and type of land on which schools are built (building or caravans), built on lands designated as parks or green areas, and take the necessary measures to allocate them later to the Ministry of Education.
In the agricultural sector, and in support of the local product by the government, it was agreed to increase the amount of support for saplings from (50%) to (75%) at a price of (7,977,075) dinars per sapling.
Within the framework of the Council’s follow-up to the evaluation of officials according to performance-based controls and standards, it was approved to appoint (12) general managers in various state institutions and ministries.
In terms of the financial and administrative reform steps taken by the government, the Council voted to oblige public companies to expedite the payment of the public treasury’s share of profits for the year 2015 and previous and subsequent years, and to provide the Financial Control Bureau with a copy of the approved final accounts, in order to preserve public money and enhance the resources of the public treasury.
The House of Representatives was recommended to appoint the Chairman of the Federal Public Service Council, his Deputy, and the members of the Council based on the provisions of the Constitution and the Federal Public Service Council Law (4 of 2009) as amended, provided that the current members of the Council continue to perform their duties until the voting on the nominated members of the Council.
Based on the results of the investigation issued by the Integrity Commission’s investigation team regarding the partnership contract concluded between the General Railway Company and the coalition of companies (Nahhala, Daewoo Korea, and Al Maha), the Council voted not to approve the issuance of a sovereign guarantee for the aforementioned contract project.
As part of the government’s efforts to complete stalled projects in various service sectors, the Council voted on the following:
1. Reducing the cost of the component (the unfinished work for the project to transfer and install a combined water unit with a capacity of 200 m3/h, number (2) in the areas of Miyah Al-Sour and Al-Salam, with water transmission lines), and creating a complementary work component for the project itself.
2. Increase in the total cost of the main project (transportation and installation of a combined water unit in (Al-Qurna, Al-Deir) Basra.
3. Including the project (Supplementary Works for the Development Project of the Road Linking the Celebrations Square and the “Baghdad-Mosul II” Linking Road) as a component within the Baghdad-Mosul Linking Road Development Project, included within the Regional Development Plan, and increasing the total cost of the project, and reducing the cost of the component to be equal to the amount of the completed work.
The Council approved the recommendation regarding the Makhoul Dam project, which stipulates the deletion of the project and the Ministry of Water Resources urging the consulting company to submit its final report on the subject within (6) months and referring the results of the report to a specialized audit committee, if necessary.
