It will also be comprehensive and wide into the 2015 budget to supplement the path for the it’s success. Finance Minister Zabari himself said that he is speeding up the 2014 and 2015 budget for Council of Ministers approval in hopes that they will be in front of Parliament before the end of this month. 11-16-2014 Newshound Guru Aggiedad77 Article: “Oil: the agreement between Baghdad and Erbil is not the beginning of a final comprehensive solutions” Of course the agreements reached this week between Baghdad and the Kurds is not the end anything…but it undoubtedly opens the doors towards the fostering of greater efforts between the two that will lead to just and constitutional outcomes for both parties…this is merely a first step for both that begins the process of rebuilding faith and trust in one another…it should lead to the HCL approval yes…but that remains to be seen…hopefully soon.

11-16-2014 Intel Guru TD Some comments to share from my chats from my Kurdish friend (please treat all as rumor and please do your own sound diligence). My guy indicates that although the HCL is not technically done , it most likely will by years end . Too much pressure being put on the GOI for them to put this off. Now having said that, can we equate implementation soon after of a RV/RI/ RD. The short answer is NO, many additional laws need passed, handling of the budget crisis , true proof of the start of a market driven economy and progress of the country’s security situation are all barriers to overcome. These will all take many, many months as outlined in their timeline announcements of a 4 year plan.

THEY STATED THEY ARE WAITING FOR THE RIGHT TIME IN THE REPORT. [will they be changing in country and then international or all at once?] THE CHANGE IN VALUE OF THE DINAR TO ENTER THE MARKET ECONOMY WOULD HAVE TO BE DONE ALL AT THE SAMETIME FOR THE REFORMS TO BE SUCCESSFUL.

This was the agreement signed in 2010 to help unify Iraq and list the necessary reforms and laws so they could join the rest of the world as a civilized society and a financial powerhouse. Abadi is pushing forward in a rapid pace to implement all these reforms and laws. Let’s look at just some of this week’s progress: The oil and gas law has its first reading and the second reading is expected for this weekend…Finally they agree. This means they now have the basis for a budget. The two are so closely interconnected. the banks now have the coins as the auctions prevailed. The lower denoms have been ready for distribution for months now. now fully capable of trading on NAZDAQ international exchange. announcement this week Iraq intends to “fully” implement the Tariff law beginning in 2015.

11-15-2014 RUMOR Guru Mnt Goat Unfortunately I do not see Iraq as being fully ready. This is my opinion… I do know that Erbil Agreement is not yet fully implemented. But then again Iraq is in a state of financial crisis. I am hearing Iraq needs money desperately and they need it now. I assure you the rate will be equal to or greater than the pre-war value. The exchange will be easy and you will be happy. I believe we are in a rare opportunity and window like never before. In the coming days we should expect the RV.

11-15-2014 Newshound Guru Aggiedad77 It is early Saturday and already we are seeing more news about oil, cooperation, 2015 budget, more US intervention in Iraq…and the list will probably continue to grow today. All in all…it is news that is headed in the right direction…the cooperative efforts that we are seeing is a continuation of the promises that Abadi made when he was made PM…following after such a horrendous 8 year reign by his predecessor it will take time to put the cart back on its wheels and get it rolling again in the right direction.
