10-1-2014 Newshound Guru Adam Montana Current situation: Budget: We are extremely close to seeing the budget passed, and in such a way that the Kurds will be happy with it. In fact, Salim Al-Jiburi (the Iraqi speaker) did meet with Yusuf Mohammed (speaker of the Kurdistan region’s parliament) just earlier today, and preliminary reports are showing that they are in agreement on how to move forward. In regards to the budget, it’s interesting to know that more than 20% of the Kurdish regions people are on Government payroll, and that actually accounts for over 70% of the public spending (the money that Baghdad sends to them)… so not only do they want to resolve this quickly, but these are the same government officials who will be pushing hard for an increase in the value because it literally goes right in their own pockets when it happens!

10-1-2014 Newshound Guru Adam Montana ISIL/ISIS: There is no way the IS problem will ever be truly and completely eradicated, so the best we can realistically hope for is successful containment. With that said, there are continuing reports of IS militants being driven back, out of Iraq. …the bottom line is that IS is less and less a major concern in Iraq as they are being dealt with, the budget resolution is in motion, and HCL won’t be far behind that.

The CoM will get the revised budget for 2014 to parliament this week. They have to start over reading it 3 times but we could have this approved mid October. [Didn’t I see a new mandate where they only needed to read laws twice?] we will have to wait and see. In any case, it hopefully will pass within a week or so.

10-1-2014 Intel Guru Frank26 The GOI is going on vacation on Saturday, Oct 4 and will return on Thursday, Oct 9 now…when the GOI returns, IMO, they will proceed with the MR [Monetary Reform]. Abadi is working on reform of 27 laws, and these must be finished before we can see an IR [International Rate]; he has until the end of 2014 to accomplish this, but we will see when the GOI returns on Oct 9 how long he takes; some of these pertain to the Erbil agreement. The budget is being audited now, and this is why we saw Barzani run to Baghdad; is the HCL being added to the budget? The disputes between the Kurds and Baghdad are settled IMO because he believes the Kurds have seen the budget and know it is very good for them.

10-1-2014 Intel Guru Frank26 Headlines sound like a plan to vote on the budget after the GOI returns, however, articles also state that with or without the budget, the MR (Monetary Reform) will move forward. Article that the Kurds will be paid with the advancement of the budget; all of things are good for our investment. Article states that Abadi is waiting for financials to come to him, and also states that salaries will be paid before Eid; according to the COM, the payments to the Kurds is coming out of the 2014 budget, and the 2014 budget can only deal in IQD, they cannot use USD or other currency. Can the 2014 budget still contain a program rate of 1166? If it does, how could they be paying salaries? The MR is white hot, and the holiday break is a way to cool it down to accomplish what needs to be finished.

10-1-2014 Newshound Guru Kaperoni Iraq is making progress and the last month or so a significant shift towards passing laws and working to help the Iraqi people is happening. No doubt. But we need to be realistic that it may take another month or two for them to accomplish what is needed to create the right climate to open the economy in Iraq. Any change in dinar value will come as a result in Iraq’s economic progress. We need to be patient and let it come to us.

9-30-2014 Intel Guru Delta all good news in Iraq right now, the 2 remaining ministers (interior and defense) need to be named, 50/50 chance that we’ll see it before the holiday; Kurds look happy and building trust and confidence with Baghdad; finance committee, COM all asking why the 000 have not been deleted; IMO, if we don’t see anything before the holiday, the second week of Oct after they come back from holiday will be very interesting.
