Barzani and his people are as dug in as the Shia that dominate Baghdad. The HCL will provide transparency to the people and the world and these guys aren’t having any of that. It’s going to take a seismic shift in the Iraqi political scene before that’s going to happen.

I haven’t heard much coming from the Parliament lately.] I don’t actually look for “signs” or “tip offs”, I pay more attention to patterns and “big picture”. But regarding Parliament, I disagree there – I’m seeing a lot of good patterns continuing and also new ones emerging.

I am personal friends with the banker who handles their loan… they don’t need a loan at all, they have at least 5x liquidity to cover the entire project. Why are they borrowing the money, then? Because that’s what smart money does.

If they have lifted the 3 zeros…then sanctions should have been lifted by now. I am also of the school of thought that it would be very embarrassing to come out with a program rate…especially if you lifted the 3 zeros…which means you’re in Article VIII …but can only be defined IF Chapter VII was lifted – ONLY! As the international money comes into Iraq through IBAN…it will flood the country with currency.

I don’t think it will wait until after the Inauguration, because of everything that has taken place, but if so, so be it. It’s not that long away, after all! [Is the Budget in the Gazette?] The Budget is not in today’s Gazette, but there is an expectation of seeing in Sunday’s Gazette. WE wait to see what happens next.
