Former MP Ayoub al-Rubaie confirmed on Tuesday that finalizing the 2025 budget schedules faces significant complications, suggesting it will likely be postponed until after the November elections for a number of reasons.
Speaking to Al-Maalouma, al-Rubaie said, “The 2025 budget schedules were supposed to reach the parliament according to the scheduled timelines of late January or early February, but they have not yet arrived. We are approaching mid-June, which means that it has not yet been finalized within the cabinet.”
He added, “All indications point to the budget not being approved before the November 2025 elections,” suggesting that “its delay may be due to its connection to the electoral process and some parties’ attempts to exploit funds for electoral purposes, or to the existence of complex technical calculations within the Ministry of Finance in light of the current revenue crisis.”
Al-Rubaie pointed out that “the restrictions imposed on institutional funding and the suspension of many projects illustrate the magnitude of the crisis, which explains the major challenges facing the government in approving the budget, which makes it likely that it will be postponed until after the elections, and perhaps a decision will be made by the next government.”
He stressed that “the failure to approve the 2025 budget schedules has many negative repercussions, most notably delaying project funding, disrupting the disbursement of dues to important segments, and making it difficult to secure the necessary liquidity for ministries and government agencies.”
It’s worth noting that the 2025 budget schedules are vital issues, as they determine the mechanisms for spending on projects and covering costs in Baghdad and the rest of the governorates.
