The Financial Times revealed efforts by mediators from Oman and Qatar to formulate a new framework for negotiations between Iran and the United States to manage the crisis between them. The newspaper quoted informed diplomatic sources as saying that regional mediators, particularly from Muscat and Doha, are intensifying their efforts to formulate a new framework aimed at relaunching expected negotiations between Tehran and Washington to reach a possible agreement.
These diplomatic moves came after direct channels between the two sides faltered, with mediators managing to keep back channels open. Recent efforts between Iran and Oman have focused on trying to reach a temporary and limited arrangement to regulate the movement of navigation and commercial shipping through the Strait of Hormuz, in the hope that this will pave the way for a return to the memorandum of understanding reached last June (the Islamabad Memorandum).
However, sources indicated that the US administration informed the mediators of its rejection of any partial arrangements, stipulating that the strait be fully opened to international navigation without restrictions, regardless of the outcome of the Tehran and Muscat talks, in a move described by insiders as a shift in focus and a change of rules.
On the other hand, sources believe that Iran has also changed its position, insisting that the waterway will not be fully opened until Washington lifts the economic and maritime embargo imposed on it, reactivates the exemptions for Iranian oil sales, and allows it access to its frozen financial assets abroad.
These intensive diplomatic efforts come after a round of high-level meetings in Tehran, seeking to avoid a new round of military escalation in the region, and to resolve outstanding issues related to Iran’s nuclear program, economic sanctions, and global energy security.
