Although yesterday’s parliamentary session ended without the Speaker of Parliament passing it, the negotiations are continuing and will be escalated in the coming hours in conjunction with a meeting of Sunni leaders in Baghdad this evening to discuss the status of the mechanism for choosing the new Speaker of Parliament, amid political confirmations of the end of the influence of the deported President Muhammad al-Halbousi over the negotiations to choose his predecessor.

For his part, the leader of the Al-Hasam Alliance, Salah Al-Kubaisi, ruled out the success of the Taqadum Party, headed by Muhammad Al-Halbousi, in obtaining the position of Speaker of Parliament again, indicating that representatives of the Taqadum Party would announce their withdrawal from it in the coming hours.

Al-Kubaisi said in a televised interview followed by Al-Maalouma, that “the incompleteness of political understandings was the reason for postponing the parliamentary session for the inauguration of the Speaker of Parliament.”

He added, “12 representatives from Taqadum are close to withdrawing and will not vote for their candidate in Parliament, and that the position that Taqadum leaves will not be returned to in any case.”

He pointed out that ” The session to elect the Speaker of Parliament will be held after the elections, but the winner of the position of Speaker of Parliament will not be the one who advances.”

Postponing the vote on the president

The representative of the State of Law coalition, Muhammad Al-Zayadi, set a deadline for electing the Speaker of the House of Representatives to succeed the president who was dismissed on charges of forgery and corruption, Muhammad Al-Halbousi, pointing out that, no session can be held now due to the beginning of the electoral silence.

Al-Ziyadi said in a statement to Al-Maalouma, “The postponement of the special session to elect the Speaker of the House of Representatives, which was scheduled to be held yesterday, Wednesday, has been postponed to the first session of the next legislative term.”

He added, “The failure of the Sunni forces to reach a single candidate or two candidates for the position of Speaker of the House of Representatives called on the Presidency of the House of Representatives to postpone the session that was scheduled to be held yesterday, Wednesday.”

He pointed out that “the session to elect the Speaker of the Council will inevitably take place during the first session of the House of Representatives for the next legislative term in accordance with the bylaws of the House of Representatives.”

Al-Ziyadi expected that “the Sunni forces will not reach an agreement to reduce the number of candidates, as the Council members will have the final say in electing one of the names proposed to fill the position.”

Disagreement of opinions

Political analyst Sabah Al-Ukaili said that the lack of agreement between the Sunni parties and blocs on a specific candidate, the multiplicity of names they have, and the unacceptability of some of them by the rest of the parties caused the parliament session to be postponed to choose the Speaker of the House of Representatives.

Al-Ugaili told Al-Maalouma, “The issue of choosing the Speaker of the House of Representatives is related to the Sunni component and blocs, but there are intersections and competition between these blocs and political parties regarding the personality of the new Speaker of Parliament.”

He added, “The failure to hold a session to select the new president confirms the lack of agreement between the Sunni parties on a specific candidate for the presidency of Parliament, at a time when the Shiite and Kurdish blocs are waiting for the Sunnis to decide on their candidate for the aforementioned position.”

He stated that “postponing the session to select the president indicates the presence of a group of personalities nominated for this position and the lack of agreement between the Sunni parties, as well as the lack of conviction of the other parties in the personalities presented, which postpones the selection of the Speaker of the House of Representatives until next year and after the provincial council elections are held.”
