Shafaq News/ The Sadiqoun parliamentary bloc announced on Monday its intention to move to dismiss the Speaker of Parliament due to “the inappropriate management of today’s session.”
Adel al-Rikabi, a member of the bloc, told Shafaq News Agency, “The Sadiqoun bloc will move to dismiss the speaker of the House of Representatives due to the poor management of today’s session and the violation of the House’s internal regulations.”
Al-Rikabi noted that “in today’s session, votes were cast on important matters without a quorum, and no agreement was reached on controversial items. Important laws and other matters were postponed without reason, and the session was adjourned after the creation of a new governorate.”
A short while ago, the Iraqi Parliament voted to establish Halabja Governorate as Iraq’s 19th governorate.
Kurdistan Democratic Party (KDP) MP Iman Abdul Razzaq confirmed to Shafaq News Agency that “the House of Representatives voted by a majority of those present to establish Halabja Governorate as the 19th governorate in Iraq.”
Meanwhile, the second deputy speaker of parliament, Shakhwan Abdullah, said during a press conference held at the parliament building, attended by Kurdish representatives and an agency correspondent: “Today, a vote was held on the proposed law to establish Halabja Governorate, and we thank the representatives and heads of the political blocs who supported the Halabja project.”
The Halabja massacre occurred on March 16, 1988, when Saddam Hussein’s regime bombarded the city with chemical weapons, killing more than five thousand civilians, most of them women and children, and seriously wounding thousands more, many of whom still suffer from the health consequences to this day.
Halabja holds a special place among Kurds because of the chemical bombardment it was subjected to during the time of the former regime.
In June 2013, the Kurdistan Regional Government decided to establish Halabja Governorate, with the city as its headquarters, and to annex the districts of Halabja, Shahrazur, Penjwin, and Sayd Sadiq. These districts were previously administratively linked to Sulaymaniyah Governorate, but the federal government did not recognize them as a governorate until the parliament voted to establish them today.
On March 13, 2014, Kurdistan Regional Government President Nechirvan Barzani (former Prime Minister of the Kurdistan Region) signed a decree establishing the new governorate, declaring Halabja the fourth governorate of Kurdistan. The decree was issued three days before the anniversary of the chemical attack on Halabja.
