Despite the great movement exercised by the Integrity Commission in exposing corruption in state institutions, this scourge still has the upper hand in these institutions, and has the greatest influence in obstructing the country’s progress in all aspects, whether service-related or economic.

Among the questions raised by some of those interested in this file is the lack of interrogations within the House of Representatives, especially interrogations of prominent figures affiliated with parties and blocs that have a presence in the House of Representatives.

An example of this is the dismissed Speaker of Parliament, Mohammed al-Halbousi, who was convicted of a dishonorable crime, which is the charge of forgery, and yet he was not questioned or tried.

It is noteworthy that the last interrogation conducted by the House of Representatives on March 13 of this year, targeted the former head of the Iraqi Media Network, Nabil Jassim, who failed to convince the Council with his answers, and the Council was satisfied with withdrawing his hand from the management of the network only without holding him legally accountable for the files on the basis of which he was interrogated.

When we go to the House of Representatives, it confirms that there is a beehive to prepare files to interrogate important figures at the level of ministers, but at the same time it points to some obstacles that prevent the interrogation, in addition to some arguments, including the absence of a real Speaker of the House of Representatives.

It is noteworthy that the First Deputy Speaker of the Council, Mohsen Al-Mandalawi, is running the House of Representatives on an acting basis after the dismissal of the Speaker of the Council, Mohammed Al-Halbousi.

Deputy Chairman of the Parliamentary Strategic Planning Committee, MP Mohammed Al-Baldawi, announced the completion of a number of legal interrogation files within the Iraqi Council of Representatives.

Al-Baldawi told Al-Maalouma Agency, “The parliamentary committees work like a beehive to follow up on the work of the ministries and official bodies, each according to its specialization, and have recorded failures and positives in their work.”

He added, “The committees completed some of the legal interrogation procedures, but the Presidency of the House of Representatives withdrew part of the authority of the interrogator despite his completion of the interrogation conditions by referring the interrogation issue to a committee formed by the Presidency of the House.”

He added, “The suspension of the interrogations is due to the absence of a true Speaker of the House of Representatives,” stressing that “the current legislative session will activate the interrogations of officials under the dome of Parliament.”

Although the representative of the State Support Bloc, Mohammed Al-Ziyadi, announced that the House of Representatives will begin questioning more than one minister, most notably the Minister of Electricity, during the current legislative session, there are no signs of an upcoming questioning.

Al-Ziyadi told Al-Maalouma Agency, “A number of parliamentary committees have completed most of their legal procedures to question officials, including ministers and others.”

He added, “The current legislative session will witness the questioning of more than one minister and official, most notably the Minister of Electricity.”

But it seems that political courtesies are what prevent the interrogation of officials in the Iraqi state, and this was confirmed by the representative of the Parliamentary Integrity Committee, Hadi Al-Salami, who said, “There are political courtesies that led to the absence of interrogations.”

From the perspective of the sincere work of the House of Representatives, these compliments are corruption in themselves, and require consideration of the people’s interests and leaving any compliments to political blocs or figures.
