Challenges of a second term: Will Al-Sudani win outside the Coordination Framework?

Information/Report…
Prime Minister Mohammed Shia al-Sudani’s announcement of the formation of a new electoral coalition, called the “Reconstruction and Development Coalition,” sparked mixed political reactions, particularly from within the Coordination Framework, the primary political umbrella for his current government.
Al-Sudani’s announcement came in an official statement issued by his office on Tuesday, confirming that the Euphrates Current, which he leads, has entered into an expanded electoral alliance that includes several political entities, most notably: the National Contract, the National Coalition, the Karbala Creativity Alliance, the Sumerian Gathering, the Generations Gathering, and the National Solutions Alliance.
Al-Sudani indicated in the statement that “the coalition aims to sustain reconstruction, strengthen the national economy, and complete strategic projects, in addition to consolidating security and stability and building on what has been achieved over the past two years.”
This move is a clear step towards early preparation for the upcoming parliamentary elections, scheduled for November 11, 2025, as part of the sixth parliamentary term.
However, this move sparked discontent within the Coordination Framework, which constitutes the largest bloc in parliament and is the main supporter of Al-Sudani’s nomination for prime minister.
In the first political reaction, Mukhtar al-Moussawi, a representative of the Coordination Framework, said that al-Sudani’s announcement represents “a clear departure from the Coordination Framework.”
Al-Moussawi confirmed to Al-Maalouma that “Al-Sudani formed this alliance without prior consultation with the parties within the framework,” adding that the alliance includes figures from outside it, most notably former Prime Minister Iyad Allawi, which, according to Al-Moussawi, represents “a political challenge aimed at securing a second term for Al-Sudani.”
Al-Moussawi added, “The framework has a broad popular base among the Shiite public, and any move outside this framework could weaken al-Sudani’s chances of political survival after the elections.”
In light of this move, it appears that the electoral map for the upcoming elections will witness the formation of new alliances and internal transformations, which may redraw the Iraqi political landscape, amid questions about the durability of previous understandings between Al-Sudani and the framework forces.
