US President Donald Trump signed a new executive order on Wednesday pledging to ensure Qatar’s security, including the use of military force if the country is attacked.
The executive order came three weeks after Israeli airstrikes targeting Hamas leaders inside Qatar, sparking widespread anger among Qatari and American officials and raising questions about the strength of the security guarantees the United States provides to its Gulf allies.
The executive order states that “if Qatar is attacked, the United States must take all appropriate legal measures, including diplomatic, economic, and, if necessary, military action, to defend the interests of the United States and the State of Qatar.”
The executive order called on the US Secretary of Defense to “coordinate with senior officials to maintain joint contingency plans with Qatar, ensuring a rapid and coordinated response to any external aggression against the Gulf state.”
Qatar hosts the largest US military base in the Middle East, so the latest Israeli attack, carried out by a close ally of Washington, came as a major shock to Qatari officials.
Israeli Prime Minister Benjamin Netanyahu defended the raids, asserting that they were part of Israel’s declared mission to avenge the Hamas-led attack on October 7, 2023. Netanyahu also accused the Qatari government of providing a “safe haven” for the movement’s leaders.
Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani described the Israeli attack as “state terrorism,” while his government reiterated that the hosting of Hamas officials was at the request of the United States to facilitate communication channels with the movement.
