The financial and administrative agreement recently signed between the federal government and the Kurdistan Regional Government (KRG) is at risk of collapse, given the region’s continued failure to honor its commitments regarding the transfer of oil and non-oil revenues to Baghdad. Kurdish opposition political sources indicate that the KRG has not yet honored any of the agreement’s provisions, threatening to exacerbate the financial crisis facing the region’s employees, especially as another month approaches without May salaries being paid.
Opposition parties in Kurdistan accuse the Kurdistan Democratic Party (KDP), led by the Barzani family, of repeatedly procrastinating in implementing agreements, citing past experiences described as exploiting moments of crisis to sign formal agreements that are subsequently not implemented. The party is held responsible for the deteriorating economic and social conditions in the region, amid the continued promotion of an official media discourse claiming to be committed to the agreements.

These positions raise serious questions about the fate of the recent agreement and the federal government’s ability to impose genuine implementation mechanisms, given the continued evasion of duties in exchange for demands for rights. This brings the crisis back to square one and threatens to reproduce the division between the central government and the region.
Speaking about this issue, Kurdish opposition figure Ahmed Amin accused the Kurdistan Democratic Party (KDP), and specifically the Barzani family, of not being serious about adhering to the agreements concluded, holding them responsible for obstructing the implementation of the recent agreement.
Amin told Al-Maalouma News Agency, “From the first moments of signing the recent agreement, we warned of the lack of serious intention on the part of the Democratic Party, and especially the Barzani family, to implement its provisions calmly and smoothly.” He pointed out that “full responsibility lies with the regional authorities, primarily the KDP.”
He adds, “The political experience in the region over the past 11 years has proven that the party often signs agreements in moments of crisis, but quickly concludes separate understandings with the federal government, under which one or two salaries are paid, only to then evade its obligations again.”
Amin continues, “As we have repeatedly emphasized, the Democratic Party will not abide by the agreement, and it bears full responsibility for the political tension and complexity of the situation in the region.”
