Economic analyst Basil Al-Obaidi revealed, on Wednesday, four reasons behind the delay in submitting the budget.
Al-Obaidi said, in a statement to Al-Maalouma Agency, that “the delay in approving the general budget does not constitute direct harm, given that it is a three-year budget covering three years, while only the first year is considered binding, while the schedules for the remaining two years can be amended when necessary without the need to re-approve the entire budget.”
He explained that “there are four main reasons behind the delay in the budget, the first of which is that the Ministry of Finance does not have a clear and comprehensive vision of the global economic scene, especially in light of the economic changes and emerging challenges on the international scene.”
He continued, “The second reason is due to the keenness of the Council of Ministers and the Ministry of Finance to avoid exploiting the budget schedules for political outbidding, especially with the approaching election date, as some seek to employ these schedules for political purposes.”
He added, “The third reason is the Council of Ministers’ desire to obtain guarantees from the House of Representatives that the budget will not be subject to political bickering, and to emphasize its passage in its submitted form without delay.”
He pointed out that “the fourth reason relates to the critical financial situation Iraq is going through, as the government is currently working to find solutions to this financial crisis.”
He concluded his remarks by stressing that “the budget will be finally presented for a vote after the Eid holiday.”
